Design and Build an Imaging-Related Android Application Aimed at Galaxy Note 3

I'm looking for someone to design and build an Android Application aimed specifically at Galaxy Note 3. The application is intended to be used in cosmetic dentistry practices where the dental assistant can show quickly to the patient what their smile may look like if they underwent a smile makeover. You can assume that the app will be installed on Samsung Galaxy Note 3 devices that I have access to, and so I can install additional apps on it if they're necessary, and you can assume the precise stylus that comes with Note 3 is available for use in the app (it's needed for a step in which the teeth area is outlined). Another developer had already built a website version of the app that has much of the desired functionality. The Android App to be built in this project is expected to have roughly the same functionality in the existing website and then some covered in the attached spec. Someone with experience designing UI on Android, building Android apps, and doing image-processing work (e.g. OpenCV), and who has a Galaxy Note 3 is preferred. I may need to do change the specifications a little here and there, so take that into account when you make your bid as I'd like you to have flexibility to adjust the app from what's in the spec depending on the results you produce in the app. I'll need you to send me a new APK as you develop the app, so I can test it out and see progress.
