Web Traffic Script

I want a script that can sell web traffic. This script should do stuff similar to sites like: [login to view URL] I need to have an admin panel to oversee the traffic sending, but I want an automated set-up so after the person pays through paypal or a credit card, they get an email with a number and a link so they can track their web traffic stats, and it automatically starts sending the traffic out. Also, the admin panel should let me customize the email sent, the prices, and a terms of service text, and how many hits are sent per hour, and all of the other things. I need to keep the cost very low too!
