Drupal 7 Responsive background layout website

I need integrate a website into Drupal 7 that will be similar to DavidMorris.com. The site will have a background that will change based on time and will have a small instagram widget on the bottom right. The site will also be required to be responsive and deliver high res image background. There will basically be 2 content types: 1. Basic Page - This will be the home page, about page, history page, contact page. For each node I must be able to add additional images so the background can rotate every 2, 3, 4 or 5 seconds. Whatever I choose or input while creating a node. See [login to view URL] home page for a sample of what I need. Try using this jquery plugin that works well. But the controls will not exist on the bottom. [login to view URL] About page should look similar to this...[login to view URL] I want to be able to change the image. If I add more than one image to the node, the image will change every 2, 3,4,5 seconds. Home page should have a large image on it. If I add more than one, it should change and rotate as many seconds as I specify in the node authoring. 2. Gallery Page - This will be a gallery that will have a scrollable background. See [login to view URL] for something I built using Supersize plug in. 3. The footer must always stick to the bottom and the instagram must always be on the right hand bottom corner. 4. The site must be responsive so as the screen size changes the layout is relative so it shows correctly. 5. My budget on this is $185. Please do not bid higher. This is a simple project for someone that is familiar with Drupal 7, and can create a custom theme using an existing Jquery plugin. I can do this myself but I don't have the time to build a custom theme etc.
