Redo HTML page and add CSS

I need a banner designed and one html page spiced up with elegant CSS.? The site is an attorney and law firm type of directory so the banner at the top should be nothing flashy but business and law oriented. I have the page layed out with two RSS feeds coming in and then google adsense as well.? I would like the CSS to just kind of section off the content in a nice way with a little color added as well.? Nothing flashy, just a good look to it. I'll supply the winner with both.?
