Help choosing/evaluating web framework

I host online stores. I also manage those stores for their respective owners. I would like to give them more control over their stores by giving them access to the scripts that I have built to manage the stores. Obviously, I need to ensure that one store owner does not view or edit the backend of an other. I will also want to extend their admin panel and have other people contribute to the development. It would help if I moved all that to a framework, because a good framework comes with standard tools and goodies like security and CMS etc. I need a framework that is as open as possible in terms of standards. However, the most important things are a good manageable security scheme as well as enabling Rapid Development. I prefer php but it does not have to be. For example a flash client using webservices would be perfectly acceptable. First I would need bidder to suggest a platform. Once choosen, the successful bidder will 1) take an existing php script and adapt it to the suggested platform, either as a module or something else more appropriate 2) Make sure access to the script can be controlled via platform security 3) Remake the same script using exclusively platform tools and compare. 4) Determine a path for successfully adapting other scripts The sample script I would like to start with is [url removed, login to view] FYI: The script updates a table that contains information about special hours for certain stores (i.e. Holiday hours etc). The script allows use to 1) lookup one more records by store id, date, and occasion, 2) Create new records. 3) Push a particular schedule to other stores (that is, if a specific record shows a store closed on Christmas day, then user may want to be able to set the same thing for a number of stores by entering their store IDs in a list)

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

## Platform

Backend: Linux mysql Front end: whatever. I do *not* need help choosing a programming language, operating system or database. What I need is to choose framework. Frameworks that I am somewhat familiar with are blueshoes, p4a, fusebox, codecharge, seagull, cakephp, .NET (hmmm maybe), etc... anything you think will help.
