Joomla Tempalate and customization

Hello, I want a person who is an expert in joomla, this project is to create the same website as the website here but in Joomla CMS. What I mean exactly the same; -exactly the same template, the website is not joomla, but we want exactly the same for joomla. -also we need the same modules, you will see in the frontpage. also every developer who will bid, we need to give us a quote for slavery by the hour so that we can employ, and after this project.
