SEO Directory with Web Site Engine &Textbroker.com API

Hello, I am posting this job to find the best possible solution out there for my company. I am currently running a company that employees several different types of directories ranging from Health Care to Law. As of today we are using a directory script that was written over 5 years ago, using ASP and MSAccess, I have come to believe through my research of new markets that this solution is outdated, and we have out grown its current capabilities. Right now our directory is one client exclusively per county, this is way to limited, Instead I would like to be able to sell multiple cities, but sell them according to Priority, so when a client buys they have an option to be the highest priority top of the listing), which will cost a few extra dollars to be in the top spot guaranteed. So that is the first major change. For instance if this script was installed on [login to view URL], and the client was in Los Angeles, the mini-site would be located at [login to view URL], the client that purchased the priority list will get the actually city name, as well as their business name so If Peter Parker of SpideyInc purchased Priority in Los Angeles for [login to view URL] he would get [login to view URL] and [login to view URL], it will only be one mini-site the other is just forwarding. During the purchase Process Mr. Parker will have the opportunity to view a few different layouts(see [login to view URL]) each with a handful of different color schemes. These layout will need to be fairly easy to create, using some sort of includes to pull the content from the directory's database. Once verified the textbroker content is published into his mini-site for anyone to find him and buy his services. This is how I would like the mini-sites to be modeled. Each mini site should contain a Home page, An About Us Page, multiple Article pages, Trade/Skills/Practice Areas, Resources and Contact Us Pages and Editable custom page titles, each page can be enabled or disabled depending if they are need or not.
