Personal Progress Monitor Website

That's important for me that you understand that my budget is very tight, so if its higher than my estipulated maxium please do not apply because unfortunately i can't afford it right now. In the end of the work i need to test it on demo website and after all my specifications working if im really satisfied with the final project i pay you and i will hire you again later to second part of this project that would be more advanced (i will have some sponsors then). I have to admit that my project can give a little bit of work, but i will provide you all the information and visual guidance in very rudimentary html design, excel or word and you only have to code it. Beautiful design interface is not priority but is always good to see something nice (but i want to be able to customize the website colors in just a few changes in css files for example). This can be started or based in a pre-made script with basic stuff like profile, Message Box, chatbox, friends add system and be developed from it (some sort of Social Network Engine would be fine i think). Its based on a free registration site where users can monitor their progress in certain area, where they put certain data daily and the website calculates their next weeks tasks and objectives that can also be displayed day by day (this requires mathematic calculations that will also be provided). They would then have access to charts (histogram, line and bar) and history stats, and they can also upload certain number of pictures per day or video (1 or 2 with limited time) (not in their social page, but on their progress page). It should work like a community site also, but they can show their progress to other members or only show specifically what they want. They can post, rate and comment on their friends wall or on friends/public progresses. On the main page there will also be somekind of Last 10 Accomplished Objectives where people can click and see all the Progress from the begginig of certain member (an history section that tracked their tasks an objectives) Every registered user can provide their contribute with new info and content with a simple form like "Post your personal thing", with information that is in our database, text, images and optinal video youtube can post it for admin approval. Premium membership and payment methods should be available but not very important (i think it wont be necessary but lets stay some doors open) I dont know what specific thing will need to a specific programming skill, i will only tell you how should work and how to look like. Managing Ads should also be available to work. All of this must be controlled by admin panel with all my specific details.
