File Hosting/Uploading System

We need someone who can design a File Hosting/Uploading System from scratch for us. Below are detailed descriptions about what we need. First of all, performance will be the MOST IMPORTANT PART. The system should be written to handale as many as possible download/upload requests at anytime. We understand purchasing more servers is a must in the future, but if our system cannot fully utilize our current server's power, it'll be wasting our money and time. Second, we want a high-compatibility and solid script. We don't expect users reporting strange issues that are only cuased by browser difference(Script must be fully compatible with IE6, IE7 & FireFox, FireFox2). Also, please test and fix as many bugs as you can notice before we report it. Third, A easy editing/translating template files. Template will be provided in .HTML format with all sources. You can convert those into .tpl files(preferred) or whatever you think that makes best performance. And all text in this system should be put together into one .XML language file(s). Note. Please use UTF-8 encoding. Alright, above are the main points you'll need to fully understand before you start. Below are system requirements. 1. Uploading We only need the upload feature in the main page(Browse field, terms agreement tick box & once-click-only upload button). The uploader should determine secleted file's size before it starts uploading, and also display the current file's upload progress in AJAX(Just like [login to view URL]). The system should create non-directly-accessable folders automaticly every 24 hours to store files safely and promptly. Email or some other fields like file descriptions aren't really necessary here. 2. Downloading There's 2 download levels, normal and VIP. After the download page has been displayed, users may choose their preferred download priority(Normal / VIP). If selected VIP, a VIP code verification will be requested before VIP download link appears. Else, a image verification will be required for the normal download link. Now, here are the limits for "Normal" downloads. VIP downloads has NO limits. 1) Download Speed under 50(Adjustable)Kb/s. 2) Every single IP may only have 1(Adjustable) download connection at the sane time. 3) Hide & encrypt the file download link to prevent the use of download-accelerators. 4) Wait 45(Adjustable) seconds before download link appears. 5) Only total 500(Adjustable) connection slots for normal downloads to the entire earth. Every file link displayed in the download page should only be vaild for one download, else users will just share the link to the file directly. 3. Admin 1) Basic The system should automaticly delete files without any access in the past 14(Adjustable) days or longer. Every single file should be limited under 100MB(Adjustable). Plus adjust fields for all features above marked "Adjustable". 2) VIP As mentioned above, we have designed a VIP download feature for our users. VIP codes are "generated" in our admin panel, and are only valid for a limited download times. We decide how many times it can be used for downloading files with VIP priority before generating it, once it reaches the usage limit, it'll be unvalid forever. Also, please list all generated VIP codes and it's status(used times/vaild or not). 3) Logs We want to have FULL CONTROL of all files stored in our server(s), and also tracking every single download/upload by anyone(With IP address). So please make the logs as detailed as possible, and of course clear enough for us to read too. That's all, it doesn't have any member login feature or. What we really need is a high performance and solid File Hosting/Uploading System.
