Website Program/Design & Mobile App Program needed

I am looking for an experienced programmer for a website as well as a Mobile App that work together. The site will need the functionality to have members create a Username and password in the database allowing them to Register, Sign in, and then fill out forms (i.e. drop down / multiple choice bullet-points). After submitting their forms that information needs to be saved. Then I need access to manually go in their and submit the correct answers and have their questions scored. CurrentIy my site uses Drupal/CMS. It does not have to utilize that same programming but I do have a lot of pre-registered members that I ideally would like to be transferred to the new database/site. The site needs to also include e-commerce in the infrastructure whether it be a shopping card through PayPal, or a different 3rd party merchant so people can pay to join. The MOST important thing to me is keeping an interface that is (1) Easy For Members to Register, (2) Easy for Members to fill out the forms / the drop down menus, (3) easy for my to Manage and (4) AND DEFINITELY Looks professional... Also of course SEO is important and Social Media... To go alongside this program/site I need a mobile app that allows similar functionality (Member Register/Log in, Submitting their forms, and that will allow them to see what they already did even if they did it on the site and not the app. The app should be simple, easy to use, look nice, and load quickly. I also would prefer a programmer who would be willing to sign a contract retaining them after the site launches to continue maintenance, upgrades, and bug fixes. With that being said I would need to have access to call and email the programmer incase anything happens. Of course I would be willing to pay more for that service.
