To clone a existing hotel search website to have something with the same functionality & supplier input login etc

Cosmetically the Front End we want this site to look a little different so it dosnt look cosmetically the same but? must be different by using a beveled glassy look in a metallic glassy look & have drop shadows around the boxes... We would like the Categories to function the same.
Also in the front end would like the colour to have more impact including links, also other areas on the pages such as specials or promotions to be ediatable in the admin section & have the abitlity to add pages similar to the Header menue.. As the user will have no php editing abiltity so the whole site needs to be editited & functional from the admin panel..
We also want the? suppliers have the ability to fill out? a form to? create their own profile which has to be approved onto the site and it automatically loads when they re visit.
Together with this? we want the functionality including a backend database for customer data collection, customer login & contact form...
Would like the site to be changed in stages so we can have impact in the design direction & include changes during progression...
The site has to be functional including java script in explorer & firefox browsers..
The site will be require to go live for testing & approval...
