I need a utility that will convert Excel .xls files into .csv files.
The conversion must create a csv file with field delimited by , and text(all cell content) delimited by "
When excel exports to csv cells with numbers are not delimited by " only cells with a comma, or with text receive the ".
IE the following cells in excel
John Doe 7/4/1970 240.5
would be exported by Excel as
"John Doe", 7/4/1970, 240.5
What I need would be
"John Doe", "7/4/1970", "240.5"
This tool must put " (double quotes) around the content of EVERY cell including numbers, dates, and text. The double quotes must not be dependent on the cell content.
Ideally the utility would be a stand alone application however it could be written within excel.
If written in excel, the app needs to open a dialog box to select a file. When a file is selected there needs to be a "convert" button to process the selected file and save it as a csv file.
The tool should not modify the original file!
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
If the program is a stand alone, then it should run on Windows XP.
If the program is created as an excel file with scripting to accomplish the conversion task, then the file should be in Excel 2000 format, and it should work with Excel 2000, XP, or 2003
If the deliverable is a stand alone program, then the installer should install everything necessary to run the program.
If the deliverable is specified and delivered as an excel file, there should be no dependancies other than a default install of Excel 2000 or later (XP or 2003) installed on the machine. (Please make sure you don't depend on software on your development machine that is not installed as part of a standard default install of Excel!)
