Basically, what I need is a professional looking website, that people can register on, input their information (Name, address, phone number, etc), and then allow other users to rate them one time per user. (To prevent liars) It would need to be something like E-bay except without the auctions, with a positive and negative feedback system. Also, a very nice feature if it was possible would be something like each user having their own information page, showing feedback, and the same just as in E-bay except with a small little comment box that the person who is looking at the other user's page can type in information such as an address, and by clicking a button of some sort, and it verifying whether it matches what they gave as their information when they registered for the website without actually giving it out to anyone that doesn't already have it. (Sort of like a checker to make sure the information a user gives to another is on file as correct and if it is not the same, it saying 'incorrect' or something of the sort.)
If you were feeling very, very adventurous, I would not be opposed to creating an auction service within as with E-bay, but certainly is not neccesary.
(Possible bonus if these additions were added)
A Private message system would be a plus.
Another plus would be a classified ads area with the feedback of their username displayed on the ad, as in E-bay auctions.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

Whatever the coder wishes to use.
(Wide compatibility is best though)
