Chinese web developer -- php or .net

This project requires cloning the web site: [login to view URL], it's a very complex web application and I need someone who can understand Chinese to navigate and study the web site to get the full scope of the project. The objective is to rewrite the web site function for function, but can be done in the developer's choice of php or .net using mysql or mssql. Again, I need someone who can do a complete site walk-through and then come up with a proposal of how to rewrite the web site providing information such as technology of choice, time frame, project fee, etc. One thing that need to be addressed: the site need to have a templated language system, meaning that the web site can be completely translated into a different language by modifyine one file filled with all the language/wording used.
