Write an Android application adding additional feature to current app

I am going to give the developer brief description to what I am after so he or she can take that in consideration upon the development process. The whole idea is to connect buyers with sellers with less work from me as administrator and making things auto as match as possible, it is marketing system uses chat , classified lists as fixed groups to list ads , the software uses GPS and GCM features to broadcast the ads uses push notification feature which is currently are build in the app. The current features of the app is registering, chat, creating group, activating push notification, identify the distance for broadcasting and receiving ads alerts. The system should support Arabic and English languages. Need to be developed The system list popup messages if chosen by user uses add words as Google if something comes up matching his interest. Need to be developed The app give user ability to save the contact list and important text pictures images in Clouds or Dropbox and facilitate the ability to retrieve them on demand need to be developed The system send invitation message for friendship to people with same interests need to be developed The app has bidding feature such as the one used by other bidding stores the bid creator and the bidders has to make deposit of 5 dollars to participate and it is refundable after the bid get executed or canceled or the deposit could stay for other coming bids in the future, need to be developed. The app give the admin facility to upload and manage vertical ads messages such as the one used in the TV below the screen but this would be on the top of the screen. Need to be developed The admin has the ability to customize the ads broadcasting features based on the malt able location for example rent car company in area A has ads listed in the app but like to have the ads show up to every person coming from airport then the ads would show up to everyone is passing from their office or coming or going to the area around the airport within a mile distance for example, . A Buzzme commercial user (for example a restaurant owner) would >> register an Ad (using an online web form), by defining the actual Ad >> graphics and text, as well as a collection of Access Point names (SSIDs) >> for which the Ad will be displayed >> 2. When a Buzzme user would pass near the commercial user's restaurant >> (practically when one of the Access Points registered along with the Ad >> would be in reach), Buzzme would connect to a central server and extract >> the Ad details, and display these details to the user. Need to be developed The app give advertiser option to choose the ads period, the area broadcasting, the ad receivers based on age gender location need to be developed The payment gate way used is paypal need to be developed The app send paid ads to face book users too, need to be developed } Control features The ads listed in the fixed group area of interest are free the ads with additional features such as what audience or receivers based on gender age location those are paid ads, this mean these information are needed to subscribe to the app. Information kept in the server for one day only if not paid ads information and it is in the chat part of the app, the ads in the public group based in the interest are kept for one month only then it get deleted.
