I need a legal researcher to research two (2) issues pertaining to two (2) N.J. Land Use issues pursuat to the MLUL

(1) Where and applicant has failed to publish timely notice in an official paper, must he re-Notice by both certified, RRR mail AND a newspaper Notice OR can the applicant just provide newspaper Notice where the local Board announced at the initially scheduled meeting that the hearing would be rescheduled to a date announced at the initially scheduled hearing (even though the planning board secretary had informed interested callers prior to the meeting that the hearing of the application would PROBABLY not proceed at the initially scheduled date due to lack of proper Notice {and therefore, one or more of the property owners who received cert., RRR mail may hay elected to stay home due to Covid -19 concerns}?) (2) To what extent must an applicant's Notice specifically describe what he is asking for from a municipal Zoning Board of Adjustment (in NJ)? If he is requesting an "interpretation" of a section of the municipal Land Use Ordinance, how explicit does the Notice need to be in identifying which section he is requesting an interpretation of and as to the specific issue with respect to which he is seeking a clarification? AND if he is also seeking a variance to what extent does he need to identify which sections of the local land use/zoning ordinance that he is seeking variance(s) from and the type of variance that is being sought as per the Nj - MLUL?
