Web Image Tagging app

I am looking to have an image tagging app constructed for my website. This is how the user will interact with it: 1. Upload an image file to the site or an online photo repository (i.e. picasa) 2. Select and tag the image. a. Draw rectangular or free-form areas OR place arrows/pointers in the image. b. For each selection or arrow, add a comment or voting box c. Store the data in (2) and (3) in a database or in the image. d. Repeat until the user is done selecting areas. 3. Generate HTML code with tags from the comments in (3) that can be embedded in other sites. This code will contain links back to the images and the selected areas hosted on my site. I have made a proof of concept of this code in Javascript, so I know it can be done using this technology. I am open to other technologies including Flash, ASP, etc. Contact me with a proposal.
