I would propose it to be done using JBoss Wildfly server using JEE and jsf. I will propose using jsf as you don't need a client side developer resource. JSF could be implemented from your backend developer. JSF use partial rendering with AJAX so it is a modern frameworks. My time estimation is 3-4h per controller and 2-3h per jsp page.
