I have worked on similar apps for different universities based in Chile and U.S with the features you have mentioned. I am currently working on this type of project only. We can develop the app for both the platforms Android and iOS. You can find some of our apps (Bloomsberg, Penn college, Wilkes,etc) on play store and App store and read the features.
