Website Backdrop & Virtual "City"

Our construction company has built a number of buildings in and around the Fresno, California area, which is located at the foot of the Sierra Nevada Mountains and Yosemite National Park. Rather than showcase some of our high-profile projects in the typical photo "gallery" we would like to present them in a unique way. This requires multiple skills, including Photoshop (or similar photo editing tools) and the ability to produce non-photo (caricature?) representations of the buildings we built throughout the area. The concept is roughly shown in the attached file. The top sections (1 & 2) should be a high-quality stock photo of mountain sky and generic mountains/trees. Using Photoshop we would like 4 or 5 landmarks superimposed into the backdrop in order to provide familiarity & perspective. The landmarks can be photos, non-cartoon caricatures, or a combination of the two. Landmarks are Half Dome (A), China Peak (B), Mount Whitney (C), Huntington Lake (D) and Shaver Lake (E). Photos of these landmarks are readily available online, and we can provide them as well. The middle section (3) is foothills which can be either stock photo, caricature, or a combination of both. The bottom section (4) is the "virtual" city with the 25 buildings we'd like to showcase. We have photos of each building. We would like them drawn, or made to look like they're not photos, and placed into the "city" in their approximate locations. Once the graphic is complete, we will have our web designers add the hotspots and program it the way we need it. So you do not have to worry about functionality; just that it looks as described above. It is important to note that we are not looking for a "cartoon" look, as is common on city maps that show some of their landmarks. The use of actual photos (section 1-2) and sketched buildings will definitely set our "city" apart. Please feel free to ask any questions prior to submitting proposals.
