There seems to be something wrong with your schematic. The 555 and opamp will only be powered as long as the relay contacts are in the NO position. Depending on what you mean by ON and OFF, either the relay will never be energized or the 5 sec OFF time will never occur. Also, for battery operation I recommend using the ICM7555C, it uses 60 times less power than the NE555 You may want to re-think the design before you spend money making a PCB. Regards, Jim
