Object Detection in c#

I am looking for a two part project. I would need both parts written in C# using visual studio. 1) An app that will accept an IP camera feed (or multiple camera feeds) and preform object detection on the video stream. I would like the output to be the video feed with a box around the object that is being detected along with a corresponding label for the object being identified. Please have it pretrained to detect people as P.O.C. 2) A stand alone tool that will create new object detection models. The output file can be loaded into part 1, allowing the IP cam to detect a new item or items. It should ask the user to input a word (or words) and how many images of the item to pull from the web. Once the images have been pulled, it should allow the user to easily review each image and designate the area, in each image, where the object resides. Once this has been done an output file should be generated that can then be loaded into part 1 that will allow new objects to be detected. I currently have object detection working using yolov2 and one using yolov3 but use of yolo is not required.
