Automatic redirection of URL in Chrome and Edge

Hi fellow developers, I’d like to automatically redirect the users to a specific website (E.g. [login to view URL], [login to view URL]) everytime the user tries to visit one of banned sites (such as [login to view URL], [login to view URL], etc.). I need to get and control the URL and do automatic redirection in every tab (not only active tab but background activity as well) in both for Google Chrome and Microsoft Edge. Browser extensions are definitely not an option. I have tried many techniques (API injection, UI automation, etc.) and could not succeed. Any guidance, answer, sample code is appreciated.
