Modify an Arduino Code

I am using an Arduino with external radio link with MAX232 IC.
The task is simple not complicated. You need to make only few changes/add in the given Arduino code below.
I want to stop the motors if there will be no signal received to the receiver of the radio link after 5 seconds because sometimes when going out of range the radio link received the last command and instead of stop working, the last signal received then the motors continuously worked which should not happen.
I'm using an OLED with Arduino to monitored the voltages perfectly using wire but I want to wirelessly monitor the voltages with the OLED with my external radio-link.
Task:
Use counter/timer if there is no command/signals for 5 seconds then motors should stop.
Use OLED to wirelessly monitor the voltages.
