Develop 3 Unity 2D scripts

I'm currently trying to develop a 2D mobile game (top-down view) in Unity, the game is inspired in Rally X (a game like Pacman) but I'm having trouble with the following scripts: 1st: Player Movement, which must be continuous. 2nd: Flags that must appear randomly in the level area and can't be inside the colliders. 3rd: The Enemies need to catch the player. For example one enemy follows, the others may take another route using waypoints. I'll provide all necessary elements to accomplish this work (sprites, scripts...); and this only needs to be done for one scene.
