Simple alert bot for online game using OCR to read text

I need a windows program created that will do the following functions for an windows / android based game.
Funtionality:
- i assume the bot will need to use some sort of OCR to read the screen name and information the small info i need collected.
- Store a list of screen names via .txt file
- Scan rooms within game every X minutes and alert me via text message or email when a screen name joins a game with some info
