Python 3 to update Excel values

Need a Python 3 script that will open an Excel Spreadsheet and by looking at a sheet called “By Environment” get the "server" in column E and by using “ping” find the IP Address and upgrade the value to the right in column F with the “correct” IP address?
Probably will work with Pandas library but I will yield and be interested in your simple solution that I can work with, adjust and confidently understand and interpret.
Please see the attached Excel that is a template of what is to be updated, the actual real sheet is 300 rows, please use the 6 rows in the attached “[login to view URL]

Hello, I've managed to complete the example using panda and socket. Should be able to scale easily to the full 300 rows. The python script is also easy to understand.
