Fix a Python 3 script so it sends out Japanese query correctly to a JSON API

I have a Python 3 script ([login to view URL]) that needs fixing.
It now receives the query string that it sends to a search engine's JSON API via argv (command line argument) from a PHP script ([login to view URL]).
Right now, when you set the argv as Japanese, it doesn't send correctly and the Japanese results do not get displayed from the search engine's JSON API. I have attached the source code which works in English.
I believe you need to encode the query sent to the search engine's JSON API to UTF-8, but I couldn't get it to work.
