Need image upload script that converts all image files and .heic files to jpg before uploading to server

Hello

we need an image upload script that converts all files and .heic files to jpg and uploads the jpg files to a folder on our website called /uploads.

which we can use to display the images on our website.

must work with all iphones

our server is whm/cpanel php 7.2

summary:

html form to add image or choose from device.

if they choose .heic file on iphone it converts this to a jpg and uploads it to a folder called uploads.

if image already exists rename it randomly or add digits to the end so there are no duplicates.

images must have correct orientation and resized to 400 x 400 pixels max size

will need you to build it on your server and show working and then give full instructions on how i can install it on my server for testing and completion.
