Fix page headers to limit vertical shrink and content jumping

We have page headers on our site that shrink vertically when the user scrolls down the page. However, this causes two issues: 1) the header container shrinks so much that the logo nearly spills over and 2) when the user scrolls back up the screen the content in the page jumps when the scroll bar approaches the top of the screen. See the page below for an example.

Our landing page doesn't have this issue because the header code is different. We'd prefer the rest of our header behave like this...[login to view URL]
