1. businesses - signup their business (login/memberarea), review complaints/contact msgs/quotes, or get notification from admin
2. consumers - search companies, complain for selected company from search or contact company or request a quote
3. admin - review/approve/delete complaints from consumers, review/approve/delete business registerations, review/approve/delete quotes/contacts for businesses, send notification for businesses
