Business plan management

I want a website that has web 2.0 looking CSS with AJAX that lets users register, upload business plans, and manage them via an AJAX manager. It has to have an option to email those business plans to a list of contacts. It has to be feature complete and it has to look awesome with serious photoshop skills. It can be based on FOSS or other open reusable frameworks, but it has to LOOK good and must not violate any licenses.

It has to have paypal integrated into the send business plan to contact list methods. The code or code mods have to be documented well.
