PHP interface for MySQL plant database

I have created a plant directory for a website that I maintain in MySQL. However I need an interface created in PHP to search and filter results, and then display in detail each listing. We are trying to create something like this website ([login to view URL]). Another possible solution might be to create a Joomla extension to do this. I'm fine with either as long as it is cost effective.
