New website with php/mysql and design

I am looking to create a brand new website based on php and mysql.
It will need to be designed from scratch and comply with current XHTML and CSS web standards. I DO NOT want any flash on the site.
It will be a community site where people will be able to sign up and create their own webpage from a selectable template. It will have all standard community features such as a forum, user pages etc etc. They will be able to upload pictures and info about themselves. Other people will be able to browse their pages and leave comments. It's a pretty standard format and am sure that several of you programmers out there have done it before and even have a working site you can show me?? There must be a good admin system to manage the whole site by ONE admin only. I DO NOT need multiple admins.
I am looking for someone who has done something similar in the past with excellent php/mysql and web design/development skills.
I am looking at this as a long term project with more features being added over the following year and onwards once the site has gone live. I will need someone with excellent command of English who, once the initial work has been done, will make themselves available for further development over the coming year.
Please check my feedback and you will see I am a serious person.
I am not a community portal specialist and will be looking to the developer to put forward ideas for features that normal community portals have.
Please bid for the project and put forward your examples, ideas, features, experience etc.
The winner will be picked on a combination of their ideas and features that they can deliver for the site and their experience.
