172405 Forum-install+prsonalize+dsign

I need an programmer/designer that choose the best forum in the internet for me and help me install it on my web- hosting. (Simple job)

But.. i also want a forum that is awesome, one of the best in the web, and by awesome i mean that has all of this(putted in a word ocument):

i need you to comment about what i have posted in the [url removed, login to view], and i want the programmer to choose a forum that has everything(or near that) of what i have in the word document, or if necessary he need to personalize, design and program that functions in the forum

But of course i don't want to pay high for lame functions in the forum so give me ideias, your propostions and your bids.
