83304 New twist on Freelancer cgi

Would like to have a cgi that enables clients needing editing or translating to do the following: Upload document(s) to my remote server and pay by credit card according to the number of words. Freelancers on a list are then notified by email that a project is open. Included in the email is a link to the client-posted document(s) on my server. Freelancers should be able to view the document and then decide if they can do the job. If they can, they will need to fill out a form, including their name (& maybe password). After one freelancer fills out the form and accepts the job, the job needs to be closed immediately and freelancers should be notified again of the closing by email. The freelancer completing the job would then send the project directly to the client and would get credit for the job. I'm already running the freelancers cgi. Would like to incorporate the payment system with the freelancer cgi.
