Build Base for Telegram Bot

Need help getting started with a Telegram Bot for a project of mine;
Require someone to do the basics really, and forming of a couple of functions, and then I can take it from there..
I want to use the Telegram InlineKeyboardButton functions for users after they start the bot;
One for Join (which then they will need to follow some basic instructions and verifications) (saving the data to SQL or something.
One for Edit (this will need to somewhat connect to a github account, to push edits for a github file for their account., unsure if this is possible, but open to other ways of doing it.)
Also able to pull data from external web server in JSON format, to be displayed for "status" or something like that..
