Build a simple app for checking student test solutions

I need an app for checking of students test copies. The step-wise functions are as follows

Step 1 : Student take pictures of his answers through the app and a single pdf file is created merging all the

photos .

Step 2 : Student send it to us and we get an editable pdf which can be easily checked through normal touch on smart phone with options to add text comment. Good manual writing capabilities are required in the pdf editor as close to writing with a pen.

Sep 3 : We send back the checked pdf to the student and student receive the score and checked solutions pdf in his app
