DB data collector tool based on Izpack installer

We need to create an installer using opensource java tool Izpack for collecting some technical information from databases (a small piece of java code should be developed as well).
The full specification is in the document attached.
IMPORTANT: The contractor has to be able to provide a legal invoice for the work performed, for the total agreed payment, including all the applicable fiscal information and taxes based on the local legislation where he/she is operating.
