java postgresql connection refused

i am getting error:

connection refused check if the server accepts tcp/ip connections

this only happens from some clients not from all

on theses clients i can connect with telnet to ip and port so its not a firewall issue its a server configuration problem or java problem, but i think it must be the server. JVM is equal on all clients.
