SEO Audit, help me to prepare an offer for a monthly SEO on an italian site

I have a website written in italian. I need to have an audit of the site, to tell me which probability I have to get the site on the first pages on search engines (mainly Google) for some italian keywords that I have identified. The site is currently static/html, but I am more than opened to redo it in Wordpress (following your suggestion according to your SEO techniques/policy).
I can give all the support for italian Language, no problem about that.
Once the audit will be done (and the SEO approved), we can start working on monthly basis for 6 months (that can then become 12) , with a budget of 100 - 150 Eur per month. Of course if you cannot stay within that budget you must specify it BEFORE bidding on this audit.
PLEASE - at this staqge I am looking only for a bid for the audit (0-30 eur range), not for a bid on the following monthly SEO. I am not impressed by people bidding without knowing what they are bidding on.
Also - no feedback, no bidding, you have no chance.
Yes, AUDIT is not the most appropriate word, but I did not know how to write it.
I will provide a website name and a list of keywords (in italian but if you want I can translate them into english). For each keyword you will have to tell me if there are chances (and quantify these chances) to be on the first, second or third page.
I don't need to know how you intend to do that at this stage (but forget black hat techniques).
Once the board of directors of the company owning the web site will say yes (if they will), we can then start a monthly SEO campaign for 6 to 12 months. But since there will be a monthly project on Freelancer for that, if there will be no results within few weeks, no more SEO.

To make the things clear: no advanced payment for the future SEO, weekly milestones will be released upon verification of the weekly report submitted by the selected freelancer.
If you don't agree with this, don't bid even for this audit.
