It can be:
1. Mobile application
2. Web application
3. Computer software
It should be simple, and what should it do is to load and align 3 photos (on mobile device photos are captured simultaneously, while on other two photos are provided), merge them into one HDR photo, perform tone mapping, and store final result.
Publicly available algorithms for those can be used (i.e. Debevec for merging, Reinhard for tone mapping, etc.).
