Affiliations Reward App Developer Needed

We require the development and hosting of a Mobile App fit for both Android & IOS where salespersons within the dealers, whom we supply our products to, can earn 'commission' rewards on the products they sell.
All users must register before being able to access app functions, they need to fill out a detailed registration form & they must be approved by us before being able to access the app.
(Registration details required include: The individual's Name, Surname, Email, Cell Number, Gender, Birthdate, Banking Details & Password plus the Retailer that they work for's Name, Address, Supervisor/Manager/Owner's Name & Office contact number)
The app must have 4 core functions:
1. Log a sale - by filling in a simple form plus attaching proof of purchase (e.g. a picture of a slip), we must be notified and should be able to approve/decline log, thereafter they will receive pre-determined 'commission' into their wallet from the successful logged/approved sale.
2. Spirit Wallet - Must be able to view how much they have earned with a button to claim which send us a notification to say they have requested to claim the amount in their wallet and we will process payment manually on our side.
3. Information Sharing - A tab/section to easily watch our Youtube playlist of training videos
4. Push Notifications - must be able to send all users push notifications of sales specials etc.
We have received quotes from Agencies for R80k, R400k and even one where just the deposit was R300k.
Realistically we cannot budget for more than R50k for this app (excluding any developer licence dees and annual/monthly hosting fees). So if you are able to assist, please send me your details so that we can get this project up and running asap.
