Small Workbook Layout Design

I have a few workbooks (20 pages on average) in Microsoft Publisher format. I would like to jazz up the background images etc and get them print ready. Ideally the output would be a publisher template I can reuse for future workbooks but it doesn't have to be. I have all the content I just need to make the background theme look really professional ie the template part. Hope that makes sense.

I'm willing to pay between $100-$200 for quality work
