Video and photo upload and download application needed Urgent

We require a client application to upload download video and images to our photo album websites,

Features of this application must include image editing, video conversion and video splitting. Video splitting must split any video format into our required size of 3MB each.

We would require this application to split video into 3 MB parts for upload i.e. part 1 3MB, part 2 3MB, part3 3MB. This application would have to securely connect to our servers and only allow the correct number of uploads and downloads according to the members package details.
