Claim based .netcore roles and userss authorization in existing mvc project

A user will be logged in as an admin and he should be able to make changes to the users present in the db and assign hime roles.

Each role will have the required View and edit permissions.I must be able to add a role to the user and then set him the view and edit permissions, to each controller.

the account is an admin account

I want everything after the login

creating a role and adding users to that role

more like admin has all the rights

and guests has only few right

rights would be view and edit

and in the future I should be able to add in existing project . identity claims .
