Rich Text On Image File

I think this is a simple php project, but I don't have time to do the programming. If you look at my attached sample, you will get an idea of what I am after. Here is my requirements:

1. Rich Text Box: font size, font color, font name, justify, leading(spaces between top and bottom sentences)

2. Upload background images, it will show the small animated timer until completed

3. They can change the coordinate for the text layouts to put on the background image

4. They can add the title on top

5. When they press Apply, it will show a preview of their layouts like my sample.

6. they can download the image, size will be 1500x2100 in jpg or png

Importantly, whatever layouts design in the Text Editor, I want it to look the same when it goes on the background image like my attached sample.
