I am looking to have a CSS/SVG-based gear created. It should look like the first attachment on this post: "watchgear.jpg" but should have the simplistic/flat art style of "gears.jpg".

The gear should be able to fill up a browser window on a large screen and be responsive to size down automatically for a smaller mobile screen.

The final product should be delivered in form of HTML/CSS (no SCSS, SASS, LESS etc). No image files should be a pure css/svg solution.
