Hello Sir, as i said you website on-page is poor so first need to optimize website on-page because this is first stage of SEO and if this is not proper then we cant get result in proper way and for get website on top by any keyword depends on keywords quality and website and your keyword is searchable and demanding so will take some time to come on google's first page but as you said you budget is only 100$ so in this i can do on-page and optimize you home page with your selected keywords so google can focus on your selected keywords and i will also promote website services through off-page SEO ( build some of good backlinks ) and after completed work i will provide you work report so you can know what i did.
