It allows routers on the borders of a network to perform flow classification and maintain per-flow state at the edge routers. NBP effectively eliminates congestion collapse and achieves max-min fair bandwidth allocations for competing network flows. NBP entails the exchange of feedback between routers at the borders of a network in order to detect and restrict unresponsive traffic flows before they enter the network, thereby preventing congestion within the network.
